It's called Preventing Failure in the Primary Grades. It's author, Siefgried Engelmann, designed a curriculum for at risk toddlers that was studied in a famous government study called Project Follow Through.

The book, Preventing Failure, is really a recipe book to assist at risk kids learn all the foundational language, reading, logic and math skills they need to be succuessful in academics. It was originally printed in 1962 and is out of print today, but can be found used at amazon or other places.
Englemann is also the author of How to Teach Your Child to Read in 100 Easy Lessons and a whole line of curriculum published by McGraw-Hill SRA. His classroom reading program, called Reading Mastery, is the best tested and most effective program available to schools.
He "invented" the instuctional design called Direct Instruction, which is also, according to reams of peer reviewed studies, the most effect teaching format for at risk kids.
Just something to look into.
