I absolutely would not drop everything else to work on reading. If I were a kid this might seem like punishment and that would be the farthest thing I would want to suggest. I personally would read to him about the subjects he is interested in and work on reading in a separate subject.
As much as our experience with a behavioral optometrist was medicore at best, I would suggest you seek one out and get your son evaluated. They will look at things not found on a normal eye exam. If this is the problem then the good news is it is correctable with appropriate exercises; the bad news is it is expensive and rarely covered by insurance.
