If not, and you are planning to use SWR, you could start teaching her the single letter phonograms. If she already knows those, you could work on blending.
I used "Teach your child to read in 100 easy lessons" with both of mine, but we didn't start until well after they knew all of the letters and their sounds. I wouldn't let the fact that she isn't ready to write yet stop you. If she is really ready to read, but not write, I personally would consider trying a reading program for a while. Then you can always switch to SWR for spelling when she is a little older.
Just make sure to keep it fun.
