How do you know when your dc is ready to learn to read?

I'm trying to figure out if my young dd is ready to learn to read and if so what to do. Obviously she is my first! So, what are the signs that a child is ready to learn to read and what are some things that work with a young child? She has been finishing sentences in books for over a year. First it would just be books that we had read several times and she would be able to say the last word. Now she can say the ending phrase after only one reading. And sometimes she can *guess* the word based on context and picture clues. She will not always use the word written but it usually has the same meaning. I decided to buy some pre-reader books that are strongly repetetive with easy picture clues and she could *read* a lot of it on the first time through. It seems almost too easy for her since she has been doing the same thing with less predictable text for a while. If it makes any difference, she is *not* ready to write letters yet.
