You have to tell him he's over the property line. You may need to get your plot records or have a survey if he's insistent. He'll probably be mad since he already started building. The sooner you stop him the less he's sunk into it.
Once you tell him that he's building the fence over the line, you will need to work to get him off. Once you let him know that starts a time for taking by adverse possesion--which depending on the state is 7-20 years. There may be other events that start the timeline in your state. My knowledge of real property is foggy, you may need to consult an attorney.
OK, I've probably gotten too technical and into stuff I am not familiar. Nicely, tell him to stop. Then, present him with proof he's got to stop, if he doesn't. If that doesn't work you may need to consult an attorney for options. Good luck.
