Is there any tactful way to handle this?

A neighbor moved in with her boyfriend, but didn't want to sell her house in case the relationship doesn't work out.

Her father is living in her house now. We just noticed that he is building a fence 15 feet over our property line.

We use that lot for buffer between houses, and for some animal pens.

I don't want to make enemies, but we paid for every inch of our property, and I'm disinclined to give any of it away.

I'll have to have Dh call the owner. He is much more tactful than I am. Is there any friendly way to word this?
