My dd is a mosquito magnet like that -- the rest of us can be fine (standing within a few feet of her) 'cause all the mosquitos attack her.
I *have* found that if I see her being bitten (like we're all standing outside and I see her legs *black* with mosquitos), I can toss her *immediately* into a bath with lots and lots of baking soda and let her soak, and the bites are barely noticeable the next day (instead of taking over her legs and making her miserable for days).
I'm not sure if it would work as well as oatmeal once they have already welted up.
