Does it have any health / supplemental information (recommending it for its laxative effect / giving dosages, etc)? If so, I think it would explain the warning. When I've bought flax seeds it's usually in the baking aisle from Bob's Red Mill, etc...
But as long as it's just flax seeds, I wouldn't hesitate at all.
I hope you get this figured out! Dd does this occasionally (about the same size as your dd) and it's not pleasant. :o(
