You can't force a child to sleep, and you can't force them to stay in their beds (short of duct tape, that is). My ds slept on the floor of his room for three years, and as long as he slept, that didn't bother me. Not too much, anyway.
What you CAN do is enforce staying in your own room and not bothering people who are asleep. It sounds like the main obstacle to her enforcing this is that he wakes up his two siblings. I would suggest getting them out of the house for a few nights -- are there any family or friends nearby who would let them sleep over? Then she can focus on her 2-year old and let him bang away until he knows that she means business. She might not get much sleep for those nights, but it shouldn't take more than a 3-4 evenings.
