You need the student and teacher packs. The Honors book is optional--it's an "extra." We're currently using the Algebra 1 Honors book (in addition to the rest of the materials) and my opinion is that it is highly valuable for all students. The only conditions I might recommend not using the corresponding Honors book would be if you are in a big hurry to get through the material or if you have a student who is going to struggle with the basics. Otherwise, I think it's well worth it. DD has been lukewarm about Algebra 1--but is now starting to see the fun of it because the Honors book problems are more interesting.
I don't know about the manipulatives for this level--you could ask your rep--or you could post on the math-u-see Yahoo group. We've used the manipulatives with the early books--but haven't used them with Algebra 1 so far.
