What about looking at the online offerings from your local community college?

Many brick-and-mortar colleges offer at least some of their classes in online versions. That way, you wouldn't have to start from scratch looking for another school.

I do know that most college (other than the kind that specialize in online-only degrees) won't actually let someone graduate without fulfilling a certain residency requirement, which might include taking some number of units in class, in person. However, you could probably transfer anything he earned through the community college to wherever he ended up going later, and at least this way you'd have some breathing room to look more carefully at his options.
